Method
 

  1. Cut fresh mozzarella into 16 blocks approximately 2 inches long and 1/2 inch wide. Pat each block completely dry with paper towels—moisture prevents proper breading adhesion. Place on a parchment-lined baking sheet and freeze for minimum 4 hours, preferably overnight, until rock solid.
  2. Roast jalapeno peppers directly over a gas flame or under the broiler for 3-4 minutes per side until charred. Place in a sealed plastic bag for 5 minutes to steam, then peel away blackened skin. Remove seeds carefully, mince finely, and mix with softened cream cheese, cilantro, lime juice, and cumin until combined smoothly.
  3. Remove frozen mozzarella blocks from freezer 5 minutes before assembly. Using a small knife, cut a shallow pocket into the longest side of each block without cutting completely through. Carefully pipe or spoon 1 teaspoon of jalapeno-cream cheese filling into each pocket, then gently press closed.
  4. Set up three shallow bowls with flour in the first, beaten eggs in the second, and panko mixed with garlic powder, paprika, cayenne, salt, and black pepper in the third. Working with one filled mozzarella block at a time, coat completely in flour, shake off excess, dip in egg wash ensuring full coverage, then roll in seasoned panko pressing gently so breading adheres.
